2023 - 24 బడ్జెట్లో ప్రవేశపెట్టిన పథకాలు
ఫిబ్రవరి 1న కేంద్ర ఆర్థికమంత్రి నిర్మలా సీతారామన్ 2023-24కు సంబంధించి బడ్జెట్ను ప్రవేశపెట్టారు. అంతర్జాతీయ ఆర్థికమాంద్యం పరిస్థితుల నడుమ ప్రవేశపెట్టిన ఈ బడ్జెట్ను అమృతకాల బడ్జెట్గా మంత్రి పేర్కొన్నారు. ఇందులో విద్య, యువ నైపుణ్యాలు వంటి కొన్ని అంశాలకు పెద్దపీట వేయగా, వ్యవసాయం వంటివాటిని ఎప్పటిలాగే కొనసాగించారు. ఈ ఏడాది కొన్ని కొత్త పథకాలను మంత్రి ప్రవేశపెట్టారు.
iGOT కర్మయోగి (iGOT Karmayogi):
ప్రభుత్వ ఉద్యోగాల్లో ఉన్న లక్షలాది మంది తమలోని నైపుణ్యాలు పెంచుకోడానికి ప్రవేశపెట్టిందే ఈ పథకం. ఇందులో ఇంటిగ్రేటెడ్ ఆన్లైన్ లెర్నింగ్ విధానంలో ఉద్యోగులు స్కిల్స్ నేర్చుకోవచ్చు.
ఎంఎస్ఎంఈ (MSME):
చిన్న, మధ్య తరహ సంస్థలకు రుణాలు మంజూరు చేసే ఈ పథకానికి రూ.9,000 కోట్లు కేటాయించింది. రూ.రెండు లక్షల కోట్ల తనఖా లేని రుణాలకు ఇది ఉపయోగపడుతుంది. రుణ వ్యయం ఒక శాతం మేర తగ్గుతుంది.
మహిళా సమ్మాన్ బచత్ పాత్రా (Mahila Samman Bachat Patra):
ఆజాదీకా అమృత్ మహోత్సవ్ను పురస్కరించుకుని రూపొందించిన పథకం. ఇందులో మహిళ లేదా బాలిక పేరు మీద రూ.2 లక్షలు డిపాజిట్ చేయాలి. రెండు సంవత్సరాల తర్వాత అంటే 2025 మార్చి తర్వాత తీసుకోవచ్చు. దీనికి 7.5 వడ్డీ ఇస్తారు. మధ్యలో అవసరాన్ని బట్టి నగదు తీసుకునే అవకాశం కూడా ఉంది.
పీఎం ప్రణామ్ (PM PRANAM):
వ్యవసాయంలో ఎరువుల వాడకాన్ని తగ్గించి, నేలను కాపాడుకునేందుకు ప్రవేశపెట్టిందే ఇది. రసాయన ఎరువుల వాడకాన్ని తగ్గించి సేంద్రియ ఎరువులు వాడేలా ప్రోత్సహించడం. రైతులకు అవగాహన కల్పించడం.
అమృత్ దరోహర్ పథకం (Amrit Dharohar Scheme):
చిత్తడి నేలల వినియోగం పెంచేందుకు, జీవ వైవిధ్యాన్ని కాపాడుకునేందుకు, భూమిలో కార్బన్ నిల్వలు పెంచుకోవడం ద్వారా పర్యావరణ సమతుల్యతను కాపాడుకోవడం దీని లక్ష్యాలు. రాబోయే మూడేళ్లు ఈ పథకాన్ని అమలు చేయనున్నారు.
పీఎం మత్స్య సంపద యోజన:
మత్స్యకారులు, చేపల విక్రేతలు వంటి చిరు రంగాల వారు ఆర్థికాభివృద్ధి సాధించేందుకు, వారి వ్యాపారాన్ని మరింత విస్తరించుకునేందుకు ఈ పథకాన్ని ప్రవేశపెట్టారు. దీనికి గాను రూ.6,000 కోట్లు కేటాయించారు. వీటికి సంబంధించిన కొత్త పరిశ్రమలను ఏర్పాటు చేయడానికి పరిశీలించి నిధులు మంజూరు చేస్తారు.
గోబర్దన్ పథకం (GOBARdhan):
అంటే గాల్వనైజింగ్ ఆర్గానిక్ బయో అగ్రో రిసోర్సెస్) రూ.పదివేల కోట్ల పెట్టుబడితో 500 ప్లాంట్లు స్థాపిస్తారు. ఇందులో జీవ వ్యర్థాల నుంచి బయోగ్యాస్ తయారుచేస్తారు.
గ్రీన్ క్రెడిట్ ప్రొగ్రాం (Green Credit Programme):
పర్యావరణ రక్షణ కోసం, కాలుష్య కారకాలను తగ్గించి పర్యావరణ సమతుల్యత పాటించేలా ప్రణాళిక అమలు చేయడమే దీని ముఖ్య ఉద్దేశం. వనరులు పెంచేలా ప్రోత్సహించడం, ప్రత్యేక కార్యాచరణ అమలు చేయడం.నేషనల్ అప్రెంటిస్ షిప్ ప్రమోషన్ స్కీం: యువతల్లో నైపుణ్యాలు ప్రోత్సహించడానికి ఈ స్కీం ఉపయోగపడుతుంది. మూడు సంవత్సరాలలో 47 లక్షల మందికి స్టైఫండ్ ఇస్తారు.
ల్యాబ్ గ్రోన్ డైమండ్స్ (Lab Grown Diamonds):
స్వదేశీ విజ్ఞానాన్ని ప్రోత్సహించి, దిగుమతులు తగ్గించుకునేందుకు LGD స్కీం ఉపయోగపడుతుంది. స్వదేశీ విత్తనాలు, యంత్రాలు రూపొందించేలా చూడటం, వీటికి సంబంధించిన పరిశోధనలపై ఆర్థిక సహకారం అందించడం.

అమృత్ సరోవర్ మిషన్
దిగువ పేర్కొన్న ఆరు మంత్రిత్వ శాఖలు మరియు విభాగాలను ప్రభుత్వం సంప్రదించింది.
- గ్రామీణాభివృద్ధి శాఖ
- భూ వనరుల శాఖ
- తాగునీటి వనరుల శాఖ
- పంచాయితీ రాజ్ మంత్రిత్వ శాఖ
- అటవీ మంత్రిత్వ శాఖ
- పర్యావరణం మరియు వాతావరణ మార్పు విభాగం.
మిషన్తో నిమగ్నమైన ఇతర సంస్థలు భాస్కరాచార్య నేషనల్ ఇన్స్టిట్యూట్ ఫర్ స్పేస్ అప్లికేషన్ అండ్ జియో-ఇన్ఫర్మేటిక్స్ (BISAG-N) సాంకేతిక భాగస్వామిగా ఉన్నాయి.
మహాత్మా గాంధీ NREGA, XV ఫైనాన్స్ కమిషన్ గ్రాంట్లు, వాటర్షెడ్ డెవలప్మెంట్ కాంపోనెంట్ వంటి PMKSY సబ్-స్కీమ్లు మరియు హర్ ఖేత్ కో పానీ వంటి అనేక ఇతర మిషన్లపై మిషన్ దృష్టి సారించింది. అలాగే, ఈ ప్రయత్నాలకు అనుబంధంగా పౌరులు మరియు ప్రభుత్వేతర వనరుల సమీకరణను పెంచడం మిషన్ లక్ష్యం.
భారత ప్రభుత్వం అనుకున్న విధంగా అమృత్ సరోవర్ నిర్మాణాన్ని పూర్తి చేయాలని అన్ని రాష్ట్రాల ప్రభుత్వం మరియు సెక్రటరీలను అభ్యర్థించారు. అమృత్ సరోవర్ నిర్మాణంలో సాంకేతికత వినియోగం ఉంటుందని ప్రభుత్వం హామీ ఇచ్చింది. వినియోగదారుల సంఘం కోసం నీటి నిర్మాణాన్ని ఏర్పాటు చేయాలని మరియు అమృత్ సరోవర్ యొక్క మెరుగైన అభివృద్ధికి అవసరమైన శిక్షణ ఇవ్వాలని రాష్ట్రాలు అభ్యర్థించబడ్డాయి. ఇప్పటి వరకు, అమృత్ సరోవర్ నిర్మాణానికి 12,241 స్థలాలు ఖరారు చేయబడ్డాయి, వాటిలో 4,856 అమృత్ సరోవర్ కోసం పనులు ప్రారంభించబడ్డాయి.
1. మిషన్ 15 ఆగస్టు 2023 నాటికి పూర్తి చేయాలని లక్ష్యంగా పెట్టుకుంది.
2. దేశవ్యాప్తంగా 50,000 అమృత్ సరోవర్ను నిర్మించనున్నారు.
3. ప్రతి అమృత్ సరోవర్ 10,000 క్యూబిక్ మీటర్ల నీటి నిల్వ సామర్థ్యంతో సుమారుగా 1 ఎకరం ఉంటుంది.
4. మిషన్ యొక్క కేంద్ర బిందువు ప్రజల భాగస్వామ్యం.
5. స్థానిక స్వాతంత్ర్య సమరయోధులు, వారి కుటుంబ సభ్యులు, అమరవీరుల కుటుంబ సభ్యులు, పద్మశ్రీ అవార్డు గ్రహీతలు మరియు స్థానిక ప్రాంతాల పౌరులు అమృత్ సరోవర్ను నిర్మించాల్సిన ప్రదేశాలు మరియు వారు అన్ని దశల నిర్మాణంలో నిమగ్నమై ఉంటారు.
6. ప్రతి అమృత్ సరోవర్లో, ఫ్లాగ్ హోస్టింగ్ ప్రతి స్వాతంత్ర్య దినోత్సవం, 15 ఆగస్టులో జరుగుతుంది.

Pradhan Mantri Jan Vikas Karyakram
Pradhan Mantri Jan Vikas Karyakram has been revised for implementation w.e.f from 2022-23 onwards in all Districts of the country including all the Aspirational Districts.
• The erstwhile Multi-sectoral Development Programme (MsDP) has been restructured and renamed as Pradhan Mantri Jan Vikas Karyakram (PMJVK) for effective implementation since 2018.
• PMJVK is a Centrally Sponsored Scheme that seeks to provide better socio-economic infrastructure assets and basic amenities to the minorities mainly in the field of education, health & skill development.
• This which would further lead to lessening of the gap between the national average and the minority communities with regard to backwardness parameters. • In 2018, the restructuring was done to be implemented in 1300 identified Minority Concentration Areas (MCAs) of the Country.
• MCAs include Minority Concentration Blocks (MCBs), Minority Concentration Towns (MCTs) and Minority Concentration District Headquarters (MCD Hqrs).
• Beneficiaries - The communities notified as minority communities under Section 2 (c) of the National Commission for Minorities (NCM) Act, 1992 would be taken as Minority Communities under PMJVK.
• At present 6 communities namely Muslims, Sikhs, Christians, Buddhists, Zoroastrians (Parsis) and Jains have been notified as Minority Communities under Section 2 (c) of the NCM Act, 1992.
• Special focus by earmarking funds - 80% of the resources under the PMJVK would be earmarked for projects related to education, health and skill development.
• 33 to 40% of resources under the PMJVK would be specifically allocated for women centric projects.

ప్రధానమంత్రి ఫసల్ బీమా
-లక్ష్యం: అతివృష్టి, అనావృష్టి, అకాల వర్షాలతో నష్టపోయిన రైతులను ఆదుకోవడం.
-రైతులకు సామాజిక భద్రత కల్పించడం.
ప్రయోజనాలు:
-నామమాత్రపు ప్రీమియంతో రైతులకు పంటల బీమా.
-ఖరీఫ్ సీజనలో ఆహార ధాన్యాలు, నూనెగింజల పంటలకు 1.5 శాతం ప్రీమియం.
-ఖరీఫ్, రబీ సీజనలలో ఉద్యాన పంటలకు 5 శాతం ప్రీమియం
ప్రధానమంత్రి జీవన్జ్యోతి బీమా
-లక్ష్యం: జీవిత బీమాతో భరోసా కల్పించడం
ప్రయోజనాలు
-18 నుంచి 50 ఏండ్ల వారికోసమే ఈ పథకం.
-రూ. 2 లక్షల జీవిత బీమా సదుపాయం.
-ఏడాదికి రూ. 330 ప్రీమియం అంటే రోజుకు రూ. 1 కంటే తక్కువ.
-బ్యాంకు ఖాతా తప్పనిసరి.
-ఈ పథకంలోని సభ్యులు ఏదైనా కారణంతో మృతిచెందితే వారి సంబంధీకులకు రూ. 2 లక్షల బీమా.
-ప్రతి ఏడాది రెన్యువల్ చేసుకోవాలి.
ప్రధానమంత్రి సురక్ష బీమా
-లక్ష్యం: ప్రమాద బీమాతో భరోసా కల్పించడం.
ప్రయోజనాలు
-ఏడాదికి కేవలం రూ. 12 ప్రీమియంతో ప్రమాద బీమా.
-18 నుంచి 70 ఏండ్ల వయస్సు గల వారికి వర్తింపు.
-సేవింగ్స్ ఖాతాతో బీమా.
-ఆటో డెబిట్ సౌకర్యం.
-ప్రమాదంలో మరణించినా, శాశ్వతంగా అంగవైకల్యాలుగా మారినా రూ. 2 లక్షల బీమా అందుతుంది.
-పాక్షిక వైకల్యం చెందితే రూ. లక్ష.
అటల్ పెన్షన్ యోజన
-లక్ష్యం: వృద్ధాప్యంలో ఆదాయ భద్రత.
-అసంఘటిత రంగంలోని 87 శాతం కార్మికులకు పింఛను.
ప్రయోజనాలు
-60 ఏండ్ల తర్వాత ప్రతి నెలా రూ. 1000 నుంచి రూ. 5000 వరకు పింఛను.
-వయస్సును బట్టి ప్రీమియం.
-ఎస్పీఎస్ తరహాలో ఏపీవైని 18 నుంచి 40 ఏండ్ల వయస్సు గల వారికి వర్తింపు.
-పింఛను రూ. 1000, రూ. 2000, రూ. 3000, రూ. 4000, రూ. 5000గా వర్తింపు.
-కనీసం 20 ఏండ్లు జమ చేయాలి.
-ప్రభుత్వ ఉద్యోగులు, సీపీఎస్, ఇతర పథకంలో లేనివారు మాత్రమే అర్హులు.
-సభ్యుడి కాంట్రిబ్యూషన్లో 50 శాతం ప్రభుత్వం ఇస్తుంది.
-ప్రీమియం నెలకు కనిష్ఠంగా రూ. 42 నుంచి గరిష్ఠంగా రూ. 210.
కృషోన్నతి యోజన
వ్యవసాయం, దాని అనుబంధ రంగాల్లోని పథకాలన్నింటినీ ఒకే గొడుగు కిందికి తెచ్చి ఎన్డీయే ప్రభుత్వం రూపొందించిన పథకమే కృషోన్నతి యోజన. దీని పరిధిలోని పథకాలు

SCHEMES / MEETINGS / CONFERENCES
- Clean Energy Cess (now renamed as Clean Environment Cess) is levied on coal, lignite and peat.
- Clean Environment Cess also acts as green tax, on the lines of polluter pays principle.
- In many countries carbon taxes are levied also on other fossil fuels like petroleum, natural gas etc. However, in India this is applied only on coal and its variants - lignite and peat.

- The fund raised through the cess is being used for the National Clean Energy Fund for funding research and innovative projects in clean energy technologies or renewable energy source
- National Lake Conservation Plan (NLCP) and National Wetlands Conservation Programme (NWCP)
- Why? The idea was that a single programme would help promote better synergy and avoid overlap of the administrative functions. • Relevance in 2016? The NDA Government is tweaking a few things around the scheme and the regulatory framework around the wetlands
- The government is revising the regulatory framework. In this context, the government has come up with Draft Wetland Rules 2016 and invited comments • To provide a greater role to the states in management of their wetlands, taking into consideration that water and land both are state subjects.
- The government is planning to upgrade the existing Wetland Research and Training Centre of Chilika Development Authority at Barkul in Odisha as National Capacity Development Centre for Wetlands.

- Target beneficiaries: rural women and are from different economic activities viz., agriculture, horticulture, pisciculture, dairying, poultry and Animal husbandry, traditional and modern handicraft, small business including petty shop, teashop, vegetable and fruit shop etc., or any other income generating activities/ livelihood activities
- Expressing concern over the practice of wrapping, covering or processing foods with newspaper and printed recycled paper materials in India
- Union Minister of Health and Family Welfare directed The Food Safety and Standards Authority of India (FSSAI) to issue an advisory restricting the use of newspapers as food packaging material
- Newspapers are printed with ink that can be absorbed in the food
- Printing inks may also contain harmful colors, pigments, binders, additives, and preservatives
- Besides, presence of pathogenic microorganisms in used newspapers also poses potential risk to human health
- The newspaper ink contains many hazardous chemicals which can trigger serious health problems
- Paper/ cardboard boxes made of recycled paper may be contaminated with metallic contaminants, mineral oils and harmful chemicals like phthalates
- They can cause digestive problems and also lead to severe toxicity, leading to cancer-related health complications
- Need to improve awareness among small businesses, particularly unorganized sector, and provide clear guidance
- This should be backed up by systematic monitoring and enforcement by authorities.
- As per Department of Industrial Policy and Promotion (DIPP) information, 204 Patents have been granted on formulations/ processes/ products of herbs / plants
- As per the Patents Act 1970, patents can be imparted only to new formulations based on products related to herbs/ plants or processes related thereto, which are not in public domain and fulfill the criteria of patentability
- The Drugs and Cosmetics Act 1940 and Rules 1945, does not have any provision for registration of Ayurvedic formulations
- To protect Traditional Medicinal Knowledge of India, the Ministry of AYUSH has created Traditional Knowledge Digital Library (TKDL) in collaboration with CSIR

- Climate change alters existing biome types and can cause forest dieback with consequent loss of biodiversity.
- Various forest conservation oriented acts and policies in India are contributing to a reduction in carbon dioxide (CO2) emissions, stabilization and improvement of carbon stocks in forests, and conservation of biodiversity.

- India’s efforts on sustainable transport solutions, the Ministry of Railways, Government of India, with its technical partner, Council on Energy, Environment and Water, hosted the third session on “Sustainable Transport Solutions” at the India Pavilion at COP-22 in Marrakech, where the current climate negotiations are underway.
- In addition, there have been efforts to decrease fossil-fuel dependence in the transport sector, which have been incorporated by moving towards cleaner sources of energy and increasing the share of renewables in driving mobility.

About- The India Pavilion witnessed two major side events on Climate Change Adaptability, organised by the Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD & GR) and The Ministry of Agriculture.
- The opening session, “Climate Change Adaptation – Preserving Water Resources” was moderated by Advisor, Ministry of Water Resources.
- Highlighted the initiatives taken by National Water Mission, established by the Government of India under the National Action Plan on Climate Change formulated by the Prime Minister’s Council on Climate Change for adaptation and mitigation of impact of climate change on water resources in particular and elaborated on various goals of the NWM and emphasized the achievements of the Mission in the sphere of integrated water resource management and development.
