UPSC Civil Services Prelims Exam 2012 Results

The candidates with the Roll Numbers mentioned in the above link have qualified for admission to the Civil Services (Main) Examination, 2012 based on the result of the Civil Services (Preliminary) Examination, 2012 held on 20.05.2012.

Instructions to Candidates:
  • In accordance with the Rules of the Examination, all these candidates have to apply again in the Detailed Application Form (DAF), which would be available on the website of the Union Public Service Commission www.upsc.gov.in.
  • All the qualified candidates are advised to fill up the DAF and submit the same ONLINE for admission to the Civil Services (Main) Examination, 2012 to be held from 05.10.2012.
  • The DAF will be available on the website of the Commission from 1st August, 2012 till 11.59 PM on 21/08/2012. Important instructions regarding filling up of the DAF and submitting the same ONLINE to the Commission would also be available on the website.
  • The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form.
  • The qualified candidates are further advised to refer to the Rules of the Civil Services Examination, 2012 published in the gazette of India (Extraordinary) of Department of Personnel and Training notification dated 04.2.2012, which is also available on the website of the Commission.
  • After submitting the DAF duly filled in ONLINE, the candidates are required to take out a print out of the finally submitted DAF separately and will have to send the printed copy of the DAF duly signed by the candidates alongwith all relevant documents including the prescribed fees, wherever applicable as enclosures addressed to the Under Secretary [CS(M)], Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, so as to reach the Commission's Office latest by 27/08/2012.
  • The envelope containing the print out of the DAF submitted ONLINE should be superscribed “Application for Civil Services (Main) Examination, 2012”. It can also be delivered at Union Public Service Commission counter by hand till 27/08/2012 (5.00 P.M). It may be noted that mere submission of application form does not, ipso facto, confer on any right for admission to the Main Examination.
  • The admission certificate alongwith the time table of the Main Examination will be issued to the eligible candidates 2-3 weeks before the commencement of the examination. Changes, if any, in the postal address after submission of the DAF may be communicated to the Commission at once.

The Union Public Service Commission have a Facilitation Counter near the Examination Hall Building in its Campus. Candidates may obtain any information/clarification regarding their result of the above mentioned examination on all working days between 10.00 AM to 5.00 PM, in person or on Tel. No. 011-23385271, 011-23098543 or 011-23381125 from this Facilitation Counter. Candidates can also obtain information regarding their result by accessing Union Public Service Commission Website www.upsc.gov.in. The result of Roll Nos.253465 has been withheld.

Global Investment Conference in London

The Union Minister of Commerce, Industry and Textiles Shri Anand Sharma  addressed on July 26 The Global Investment Conference in London. Speaking during a session on Global Trade Partnerships, Shri Sharma put stress on the issue of free movement of labour across the borders. Shri Sharma said that “if we are viewing the trade paradigm from a perspective of generating sustainable employment, it is imperative to address the issue of free movement of labour across borders”. He also wondered as to why “in today’s globalised world, where capital and technology move with unprecedented speed, in unprecedented volumes across national boundaries”, labour cannot move. British Secretary of State for Business, Innovation and Skills Dr. Vince Cable and Dr. Olusegun Aganga, Minister of Trade and Investment, Nigeria, were also present during the session on Global Trade Partnerships.

Highlighting the success of North American Free Trade Agreement (NAFTA), European Union’s growth, and dynamism of Association of Southeast Asian Nations, or ASEAN, which Shri Sharma said are “testimony to the potential offered by freer markets and liberal trade regimes”, he added that it is no longer an option for countries to stand back in isolation and erect barriers around their national boundaries. “Today, intra-NAFTA trade constitutes 51% of its total trade, intra-EU trade is 65% and intra-ASEAN trade is a quarter of the total ASEAN trade,” Shri Sharma said to underscore that regional trade agreements are now the building blocks of the emerging global economic architecture.

Stating that India has “engaged with all dynamic and emerging parts of the world in a spirit of true partnerships”, Shri Sharma said that India is in “an advanced stage of concluding an ambitious Broad based Trade and Investment agreement with EU.” India, in the last three years, has also signed Trade in Goods Agreement with ASEAN, Comprehensive Economic Partnership Agreements with Republic of Korea, Japan, and Malaysia.

NSIC to Set Up Incubation Centres in Africa

The National Small Industries Corporation Limited (NSIC), a public sector undertaking under the Ministry of Micro, Small & Medium Enterprises is setting up incubation centers in ten African Countries including Gaborone, Zambia, Zimbabwe, Egypt, Libya, Burkina Faso, Rwanda, Ethiopia, Burundi, Mozambique. The funding of Incubation project is done by MEA under the discussions held during the India African forum summit held in 2008.

The NSIC model of incubation is a unique model of incubation for small enterprise establishment where the budding entrepreneurs are trained for establishment of small enterprises. The trainees are given hand on experience on the project which they proposed to set up and the course module includes basic skill development, facilitation on fund management to banks, interaction on project suppliers for machine for technology supply, marketing product packaging, costing and pricing, general banking procedure, basic book keeping and accounting etc.

The projects identified to be set up in these ten countries are concrete block manufacturing plant, tomato ketchup and fruit juice making plant, paper corrugated box manufacturing plant, plant for making cookies, blow-molding plant, wire nail manufacturing, soya milk extraction, socks knitting, manufacturing of plastic bottle cap, water treatment plants, noodle making machine, honey processing plant, manufacturing of plastic shopping bags, jewelry making and finishing equipment, gem stone cutting and polishing machines.

India, Indonesia Signed Double Taxation Avoidance Agreement

India and Indonesia signed an agreement to avoid double taxation and prevent fiscal evasion with respect to taxes on income on 27 July 2012.
The agreement was signed by Indonesian Foreign Affairs Minister Dr. R. M. Marty Natalegawa and his Indian counterpart S.M Krishna at the Hyderabad House in New Delhi. Apart from the agreement, both sides also signed the agreed minutes of thefourth Joint Commission Meeting between India and Indonesia.
Highlights of the Meet
•    Both the countries,  reviewed the entire state of bilateral relationship including trade and commerce.
•    Two nations have also agreed to strengthen the bilateral relationship into a strategic partnership
Both countries share a warm relationship on account of the solid foundation of historical and cultural ties. Both countries are also hopeful of achieving the trade target of 25 billion US Dollars by 2015

The Government of Chhattisgarh banned Gutka and Pan Masala

The Government of Chhattisgarh banned Gutka and Pan Masala on 24 July 2012. The State Cabinet decided to ban the manufacturing, storage, distribution, sale and consumption of these products.  Food and Drug Administration (FDA) approved this proposal under the Food Safety and Standards Act, 2006. It aims to reduce the number of cases that cause because of the consumption of the tobacco products.



National Policy for Children 2012

The Ministry of Women and Child Development on 26 July 2012 drafted the National Policy for Children 2012. The revised draft policy reaffirms the government's commitment towards children and addresses new challenges, seeking to realize the full potential of children’s rights throughout the country.  It defines a child as a person below eighteen years of age, and acknowledges the inalienable and inherent rights of the child and aims to realize the full range of child rights for all children in the country. The draft has stated that every child has a right to be safeguarded against hunger, deprivation and malnutrition. According to the draft policy, the state is bound to secure the rights and entitlement of children in difficult circumstances such as migration, displacement, disasters and communal violence.

The first National Policy on Children was formulated in 1974. The first policy of 1974 described children as a supremely important asset and made the state responsible for providing equal opportunities for growth and development of all children. The policy primarily focused on health and education of the children.
