Pranab Mukherjee won the Presidential Election 2012
Pranab Mukherjee was elected as the 13th President (in person) of India on 22 July 2012. Pranab Mukherjee defeated his rival PA Sangma with a huge margin as he secured nearly 69 percent of total valid votes. In an electoral college of 10.5 lakh, Pranab Mukherjee secured a vote value of 713763, while, PA Sangma managed to get only a vote value 315987. The victory of Pranab Mukherjee was announced by Returning Officer for the Presidential election VK Agnihotri. Pranab Mukherjee will be sworn in as the thirteenth President of India on 25 July 2012.
Out of the total 748 MPs, Pranab got the support of 527 while his rival, PA Sangma got 206 votes in his favour. Fifteen votes including that of Samjwadi Party chief Mulayam Singh Yadav were invalid. Of these, nine were to be in favour of Mukherjee while six for Sangma.
Each MP had a vote value of 708 in the Presidential Election 2012. There are a total of 776 voters in both the Houses of Parliament. The Electoral College also consisted of 4120 MLAs in the states.
The Election Commission of India had issued the notification for Presidential Election 2012 on 16 June 2012. 30 June 2012 was the last date for filing the nomination. Elections were held on 19 July 2012. Pranab Mukherjee and PA Sangma were two principle contestants of 14th Presidential Election.

History of Rashtrapati Bhavan
- The splendour of the Rashtrapati Bhavan is multi-dimensional. It is a vast mansion and its architecture is breathtaking. More than these, it has a hallowed existence in the annals of democracy for being the residence of the President of the largest democracy in the world. Few official residential premises of the Head of the State in the world will match the Rashtrapati Bhavan in terms of its size, vastness and its magnificence.
- Rashtrapati Bhavan is the official home of the President of India. As the plan for New Delhi was developed, the Governor-General's residence was given an enormous scale and prominent position. The palace developed very similarly to the original sketches which Lutyens sent Herbert Baker from Simla on June 14, 1912. The British architect Edwin Landseer Lutyens design is grandly classical overall, with colours and details inspired by Indian architecture.
- Meanwhile, between 1911 and 1916, 300 families were evicted under the "1894 Land Acquisition Act" from Raisina and Malcha villages, thus clearing about 4,000 acres to begin the construction the Viceroy’s House. Lutyens and Baker who had been assigned to work on the Viceroy's House and the Secretariats, began on friendly terms. Baker had been assigned to work on the two secretariat buildings which were in front of Viceroy's House. The original plan was to have Viceroy's House on the top of Raisina Hill, with the secretariats lower down. It was later decided to build 400 yards back, and put both buildings on top of the plateau. While Lutyens wanted the Viceroy's house to be higher, he was forced to move it back from the intended position, which resulted in a dispute with Baker. After completion, Lutyens argued with Baker, because the view of the front of the building was obscured by the high angle of the road.
- Lutyens campaigned for its fixing, but was not able to get it to be changed. Lutyens wanted to make a long inclined grade all the way to Viceroy's house with retaining walls on either side. While this would give a view of the house from further back, it would also cut through the square between the secretariat buildings. The committee with Lutyens and Baker established in January 1914 said the grade was to be no steeper than 1 in 25, though it eventually was changed to 1 in 22, a steeper gradient which made it more difficult to see the Viceroy's palace. While Lutyens knew about the gradient, and the possibility that the Viceroy's palace would be obscured by the road, it is thought that Lutyens did not fully realise how little the front of the house would be visible. In 1916 the Imperial Delhi committee dismissed Lutyens's proposal to alter the gradient. Lutyens thought Baker was more concerned with making money and pleasing the government, rather than making a good architectural design.
- Lutyens travelled between India and England almost every year for twenty years, to work on the building of the Viceroy's house in both countries. Lutyens had to reduce the building size from 13,000,000 cubic feet (370,000 m3) to 8,500,000 cubic feet (240,000 m3). because of the budget restrictions of Lord Hardinge. While he had demanded that costs be reduced, he nevertheless wanted the house to retain a certain amount of ceremonial grandeur.

Raisina Hill is an area of Lutyens' Delhi, New Delhi, housing India's most important government buildings, including Rashtrapati Bhavan, the official residence of the President of India and the Secretariat building housing the Prime Minister's Office and several other important ministries.

including the Parliament of India,Rajpath, Vijay Chowk and India Gate.

Schemes for Capacity Building and Employment in Rural Areas
Rashtriya Gram Swaraj Yojana (RGSY)
The
Rashtriya Gram Swaraj Yojana is a Centrally Sponsored Scheme being implemented by
the Ministry of Panchayati Raj with the objective of
assisting efforts of the State Governments for training and capacity building
of elected representatives of Panchayati Raj
Institutions. Funding of the scheme is
applicable only for the non-BRGF districts.
The scheme focuses primarily on providing financial assistance to the
States/UTs for Training & Capacity Building of elected representatives
(ERs) and functionaries of Panchayati Raj Institutions
(PRIs). Assistance is provided for Distance Learning infrastructure for the ERs
and Functionaries of the PRIs including Satellite based training
infrastructure. In respect of Hill States and States in the North Eastern
Region, assistance is also given for capital expenditure on establishment of Panchayat Resource Centres/ Panchayat Bhawans at Block/Gram Panchayat levels. The scheme has a small component of
Infrastructure Development under which the construction and renovation of Panchayat Ghars in all the States
is funded. The scheme is demand driven in nature and provides for funding on
75:25 sharing basis between the Central and State Governments concerned.
Assistance under the Training component is also given to Non-Governmental
Organizations (NGOs), where the central assistance may be 100% and such
proposals are required to be forwarded with the recommendations of the State
Government concerned.
Rural Business Hub (RBH)
Rural Business Hub is aimed to eradicate rural poverty and
create employment opportunity in rural India. This initiative would give a
fillip to village enterprises that add value to economic activities in rural
areas.
There is a steady influx of rural people to urban areas in
search of employment and economic opportunity. Also, there is a wide gap
between rural and urban areas in terms of public services like health and
education, in the quality of life and levels of income. This gap is
perceived to be widening. The 73rd Constitutional Amendment,
1992, has mandated Panchayats as Institutions of Self
Government, to plan and implement programmes of
economic development and social justice. Government of India has
recognized that Panchayati Raj is the medium to
transform rural India 700 million opportunities. There is also a felt
need to ensure that the benefits of rapid economic growth, unleashed through
the reforms of the last two decades, need to flow to all sections of society,
particularly to rural India.
The
Ministry of Panchayati Raj has adopted the goal of
"Haat to Hypermarket" as the
overarching objective of the Rural Business Hubs (RBH), initiative aimed at
moving from more livelihood support to promoting rural
prosperity, increasing rural non-farm incomes and augmenting rural
employment. RBHs set up in association with Panchayati
Raj Institutions (PRIs) could thus constitute the fulcrum of "inclusive
growth" - the theme of the 11th Plan.
Panchayat Mahila Evam Yuva
Shakti Abhiyan (PMEYSA)
In order to address the empowerment of EWRs and EYRs in a
systematic, programmatic manner, the Ministry of Panchayati
Raj, Govt. of India, has launched a new scheme with the approval of the
competent authority in the 11th Five Year Plan. The objective of PMEYSA
is to knit the EWRs in a network and through group action, empower themselves,
so that both their participation and representation on local governance issues,
improves. PMEYSA aims at a sustained campaign to build the confidence and
capacity of EWRs, so that they get over the institutional, societal and
political constraints that prevent them from active participation in rural
local self governments.
It is a Central Sector Scheme. The entire amount is
funded by the Ministry of Panchayati Raj for
organizing the various activities under this scheme. Fund is released to
the State Panchayati Raj Department in two equal
installments in the ratio of 50:50. The balance amount (second
installment of 50%) is released only on furnishing of (1) Utilization
certificate in respect of funds released and (2) Audited Statement of account
on the expenditure (item-wise) incurred by the State Government/SSC.

19TH Meeting of Central Supervisory Board
The 19th meeting of the Central Supervisory Board
(CSB) was held in New Delhi on July 21. The meeting was held for the
confirmation of the minutes of 18th meeting held on 14th January, 2012.
Addressing the meeting, Shri Ghulam Nabi Azad, Union Minister of Health and Family Welfare said that the issue of low Sex Ratio at Birth (SRB) in our country have been scaled up at national, state, district and sub-district levels. We have been successful in securing the commitment of all the state governments to effectively address the issue of low child sex ratio. Now we need to focus on turning these commitments into reality so that we have a secure nation for women and girls – across all class, regional and cultural divides. We have stepped up action in districts that have revealed a low child sex ratio based on 2011 Census data to discourage the process of sex determination. Inspections by the National Inspection and Monitoring Committee have been scaled up. In the past one year, inspections have been undertaken in 10 States leading to sealing of 22 clinics and 62 machines. 13 cases have already been filed in court.
Shri Azad said that various measures ranging from sudden inspections of diagnostic clinics to medical audit of Form-F have been undertaken to strengthen enforcement of the law. Since the last CSB meeting, a total of 110 cases have been filed, 20 convictions secured and licenses of 15 doctors have been suspended. We are working to put in place a comprehensive and innovative and Information, Education and Communication (IEC) strategy to promote positive attitudes for ensuring survival and protection of the girl child. Capacity building of the Appropriate Authorities has gained momentum in States, while efforts to galvanize the Judiciary into pro-active action have also been undertaken. Under the National Rural Health Mission, 270 crores were given to the States for PNDT related activities during the year 2011-12. Under the National Rural Health Mission, States have included a range of PNDT related activities to build dedicated capacity for effective implementation of the PNDT Act.

Global Carbon Dioxide Emissions increased by Three Percent in 2011
According to the findings of the report Trends in global CO2 emissions,
global carbon dioxide (CO2), emission increased by three percent in
2011. The three percent increase in CO2 took the total amount of CO2 in
air at an all-time high of 34 billion tonnes. The report was released on
19 July 2012 by the European Commission's Joint Research Centre (JRC)
and the Netherlands Environmental Assessment Agency (PBL).
The United States with 17.3 tones per capita remains one of the top CO2 emitters, while, China, the world’s most populous country, average CO2 emissions increased by nine percent to 7.2 tonnes per capita. The 27-nation European Union emitted 7.5 tonnes of CO2 per person.
Emissions from 34-member Organisation for Economic Co-operation and Development (OECD) countries account for only one third of global CO2 emissions in 2011.

UNITED NATIONS INTERNATIONAL WOMEN'S DAY THEME FOR 2012
Each year around the world, International Women's Day (IWD) is celebrated
on March 8. Thousands of events occur not just on this day but throughout March to mark the
economic, political and social achievements of women.
Organisations, governments, charities and women's groups around the world choose different
themes each year that reflect global and local gender issues.

Indian Navy inducted Russian-Origin Nuclear Submarine INS Chakra
The Indian Navy on 4 April 2012 inducted a Russian-origin nuclear
submarine, INS Chakra, into its flotilla. The nuclear submarine has
placed India into the elite group of nations which operate nuclear
vessel.
The Akula-II class submarine K-152 Nerpa, renamed INS Chakra-II, is on a 10-year lease from Russia at a cost of nearly 1 billion dollar.

Rahul Bhattacharya won the Prestigious Ondaatje Prize 2012
Rahul Bhattacharya, the Delhi-based author, on 29 May 2012 won the prestigious Ondaatje Prize 2012 for his book The Sly Company of People Who Care.
He is the first Indian author to have received the award. Bhattacharya
was also conferred with the Hindu Literary Prize for Best Fiction, 2011
for the same book.

China test-launches first 3D television broadcast
China has launched its first three- dimensional television (3D
TV) channel on a trial basis coinciding with the New Year, a development
considered significant in the booming nation's television industry.
The channel, China 3D TV Trial Channel, is jointly operated by state-run China Central Television (CCTV) and other five local TV stations in Beijing, Tianjin, Shanghai, Jiangsu and Shenzhen.
People can watch 3D-effect programmes with 3D TV sets and wired high-definition digital TV set-top-boxes.
The channel broadcasts a total of 13.5 hours everyday from 10:30 to 24:00, with 4.5 hours of first broadcast and two rebroadcasts.
The channel will be formally launched during the upcoming Spring Festival, or Chinese Lunar New Year starting January 23.
Programmes of performing arts, sports, cartoons and movies with 3D effects will be broadcast on the channel, CCTV said.
"The launch of the 3D trial channel is a significant step in the development of China's television," said Cai Fuchao, head of the State Administration of Radio, Film and Television.
Cai added that the 3D TV channel can create a demand worth hundreds of billions yuan, if part of China's 500 million TV sets are replaced by 3D ones.
Countries like Japan and South Korea have already launched similar services.

Union Government set up a National Council for Senior Citizens

Rajya Sabha passes amended central institutions act
The Rajya
Sabha April 27 passed amendments to the Central Educational
Institutions (Reservation in Admissions) Act, 2006, exempting some
central institutions from implementing the other backward castes (OBC)
quota.
The amendment is applicable to institutions where implementation of the Act exceeds the 50 percent reservation limit fixed by the Supreme Court.
The move seeks to balance state and central reservation policies.

Uttar Pradesh Government scrapped the Post of Cabinet Secretary
The decision to withdraw 'kshetra panchayat and district panchayat amendment Bill', 2011 proposed by previous Mayawati government, was taken in a cabinet meeting chaired by Chief Minister Akhilesh Yadav.
The Bill was sent to Governor for his ascent on 19 August 2011, but is still pending. The cabinet decided that the prevailing system of bringing a no-confidence motion after one year was better and hence the Bill should be withdrawn.
The previous Mayavati government had created the post of cabinet secretary in the state in 2007. From now on, Chief Secretary of the state will also be the secretary of cabinet. In another move the state cabinet also decided to rename Manyawar Sri Kanshiram Forest, Environment conversation award scheme in the name of Veer Abdul Hameed award.
