Pradhan Mantri Matsya Sampada Yojana (PMMSY)

Prime Minister envisioned PMMSY as a tool of Atma Nirbhar Bharat towards the purpose of rural development by utilizing rural resources and boosting rural economy in a rapid way. PMMSY can be a key factor for augmenting livelihood of rural sector of the nation. The main motto of PMMSY is ‘Reform, Perform and Transform’ in the fisheries sector.

The reforms and initiatives in PMMSY scheme have been inculcated in core & trunk infrastructure development, modernization of Indian fisheries, especially the push for new fishing harbours/landing centres, modernisation and mechanization of traditional fishermen crafts-trawlers-deep sea going vessels, provision of post-harvest facilities to reduce post-harvest loss, cold chains facilities, clean and hygienic fish markets, two wheelers with ice boxes and many more. Fishermen are provided with insurance cover, financial assistance and a facility of Kisan Credit Card as well. PMMSY has set a way forward to enhance its utilization by invigorating rural economy.

The interventions in the scheme have been adequately developed to cater to multi-pronged aspects in terms of people, process and technology which are the 3 important pillars of continued growth and change. These 3 pillars comprise various aspects across the chain: sustainable production practices; adequate processing infrastructure creation; target marketing for end consumer; inclusive policies and ample regulatory frameworks for adoption.

To give right impetus to the state initiatives though technology adoption, optimal utilization of fisheries and capacity building, the Department has sanctioned proposals from different states for leveraging innovative technologies under Ministry’s flagship scheme of Pradhan Mantri Matsya Sampada Yojana (PMSSY).

The Government of India, as part of the ‘Atma Nirbhar Bharat’ package, introduced the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with investments to the tune of Rs. 20,050 crores, highest ever investment in the sector.

PRADHAN MANTRI ADI ADARSH GRAM YOJNA (PMAAGY)

 Ministry of Tribal Affairs has revamped the existing Scheme of ‘Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) with nomenclature ‘Pradhan Mantri Adi Adarsh Gram Yojna (PMAAGY)’ for implementation during 2021-22 to 2025-26. 

Objective: 

It aims at integrated socio-economic development of selected villages with significant tribal population and transforming them into model village (Adarsh Gram). 

Coverage: 

It is envisaged to cover 36,428 villages having at least 50% tribal population and 500 STs across States / UTs with notified STs. It will cover about population of 4.22 crore (About 40% of the total Tribal Population). 

Sectors: 

The scheme envisions to mitigate gaps prominently in 8 sectors of development viz. Road connectivity (Internal and Intervillage /block), Telecom connectivity (Mobile /internet), School, Anganwadi Centres, Health Sub-Centre, Drinking water facility, Drainage and solid waste management.

PRASHAD SCHEME

The ‘National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive’ (PRASHAD) scheme was launched by the Ministry of Tourism in the year 2014-15.  It is a Central Sector Scheme with complete financial assistance by the Government of India.  The scheme aims at infrastructure development of the sites with special emphasis on Tourist Facilities including Tourist Facilitation Centres, way-side amenities Parking, Public convenience, Illumination and Sound and Light Shows.

Bhadrachalam Temple, Ramappa Temple and Punaura Dham have been included for development under PRASHAD Scheme.

Bhadrachalam Temple: 

Sri Seetha Ramchandra Swami Vari Devasthanam temple is located Bhadrachalam in the Bhadradri Kothagudem District of Telangana. 

It is said to be more than 350 years old and is closely associated with epic of Ramayana. 

It is believed that Lord Rama with his wife Goddess Sita and brother Lakshmana spent some part of their 14 years of exile at a village called Parnasala, a part of Dandakaranya forest near Bhadrachalam Temple.

 Ramappa Temple: 

Ramappa Temple, also known as the Rudreshwara temple, is a Kakatiya style Hindu temple dedicated to the Hindu god Shiva, located in Telangana. In 2021, the temple was inscribed as a UNESCO World Heritage Site.

It was constructed in the year 1213 CE under the supervision of Recherla Rudra—a General of Kakatiya ruler Ganapati Deva. 

The temple is named after the sculptor Ramappa, who built it, making it the only temple in India to be named after its craftsman. 

Punaura Dham:

Maa Janaki Janmabhoomi Temple is also known as Punaura Dham in Punaura village of Sitamarhi district of Bihar. It is believed that Mata Sita was born at this place.

Story of her birth: According to Hindu epic Ramayana, once there was a severe famine in Mithila and the priest there advised King Janak to plow the field. When King Janak was ploughing, an earthen pot came out of the ground, in which Mother Sita was in an infant state.

India’s first Avalanche Monitoring Radar

 The Indian Army and the Defence Geoinformatics and Research Establishment (DGRE) have jointly installed the Avalanche Monitoring Radar, first of its kind in India, at an altitude of 15,000 feet in north Sikkim.

  • Besides being used for detection of avalanches, this radar can also be employed to detect landslides.
  • This radar has the capability to detect avalanches within three seconds of their triggering and will assist in saving valuable life of troops and civilians as also vehicles in super high altitude areas.
  • The avalanche radar was made operational by Defence Research and Development Organisation’s wing DGRE, which is involved in forecasting and mitigation of avalanche hazards faced by Indian Army in the Himalayan region.


Working Principle/Features

  • The radar uses a series of short micro wave pulses which are scattered at the target and can detect an avalanche in less than three seconds.
  • The radar, which can permanently scan the targeted slope for avalanche release and track its path and its size in case it is triggered, can “see” through snow, fog as well as in the night, making it an all-weather solution and covers an area of two sq/km obviating the requirement to place additional instruments in dangerous avalanche prone areas.
  • The radar is also linked to an alarm system enabling automatic control and warning measures in case an avalanche is triggered. Images and videos of the event are automatically recorded for future analysis by the experts.

Swachh Vayu Sarvekshan- Ranking of Cities under National Clean Air Programme (NCAP)

A two day National Conference of Ministers of Environment, Forest and Climate Change was held in Ekta Nagar, Gujarat on 23-24th September, 2022. The conference was inaugurated by the Prime Minister virtually.

During  a  parallel session on Control and Prevention of Pollution, the States were informed regarding guidelines  on ‘Swachh Vayu Sarvekshan- Ranking of Cities’ released under National Clean Air Programme (NCAP).

Under the guidance of the Minister for Environment, Forest and climate Change, the Ministry is going to launch Swachh Vayu Sarvekshan  that promotes ranking of 131 cities in the country for implementing City Action Plans prepared as part of National Clean Air Programme (NCAP) for reducing air pollution upto 40% by 2025-26.

131 cities are categorized into three groups based on population. 47 cities are in the first group having population more than 10 lakh. 44 cities are in the second group having population between 3 to 10 lakh. Third group consists of 40 cities having population less than 3 lakh.

Cities are required to do the self-assessment as per the framework provided on PRANA online portal. This assessment is carried out annually. Cities have to report implementation of activities and measures taken in respect of solid waste management, road dust management, management of construction and demolition waste, control of vehicular emissions and industrial pollution.

It was informed that  based on the self-assessment and third party assessment, 3 best performing cities in each group will be given cash award in the spirit of competitive federalism. This promotes constructive competition  in the spirit of competitive federalism to take measures to improve air quality. This Survekshan provides a tool to cities to plan their actions in order to improve the air quality. It is not based on the measurement of the air quality parameters to rank the cities. It is based on the actions taken by the cities to improve the air quality in different domains. The actions taken by the cities would result in the improvement of air quality. It thus, provides a planning implementation tool to improve the air quality and the assessment of the cities regarding how better they have aligned their actions to improve the air quality.

The Ministers of Environment, Forest and Climate Change from across the country participated in the  National conference organised by Ministry of Environment, Forest and Climate Change. State Forest and Environment Ministers, the concerned State Secretaries as well as Chairmen of State PCBs / PCCs along with PCCFs also participated in the two-day National Conference along with senior officials of the Ministry.
