Railway Budget 2015-16: Highlights

Railway Minister Suresh Prabhu on 26 February 2015 presented the Railway Budget 2015-16 in the Lok Sabha. In his first Railway Budget, Prabhu outlined a plan to invest over 8 lakh crore rupees over 5 years. 

The size of the Plan Budget has gone up by 52 percent from 65789 crore rupees in 2014-15 to 100011 crore rupees in 2015-16.
9 thrust areas of the Budget includes
•Indian Railway to become prime mover of economy once again

•Decongestion of heavy haul routes and speeding up of trains: emphasis on gauge conversion, doubling, tripling and electrification

Four goals for Indian Railways to transform over next five years
• To deliver a sustained and measurable improvement in customer experience.
• To make Rail a safer means of travel.
• To expand Bhartiya Rail’s capacity substantially and modernise infrastructure: for this purpose daily passenger carrying capacity will be increased from 21 million to 30 million. Track length will also be increased by 20 percent from 114000 km to 138000 km. Annual freight carrying capacity will be grown from 1 billion to 1.5 billion tonnes.
• To make Bhartiya Rail financially self-sustainable.

Key Highlights of the Railway Budget 2015-16
• No increase in passenger fares 
• Passengers can book tickets 120 days in advance instead of 60 days which was available till date
• Outlay for passenger amenities increased by 67 percent 
• New train sets that can save 20 percent journey time will be introduced in future. These trains will be similar to bullet trains in design but can run on the existing tracks
• The speed passenger trains across nine corridors will be increased to 160-200 km from 110 km
• SMS alert will be introduced for train timings and under this passengers will be informed in advance the updated arrival or departure time of the trains at starting or destination stations 
• Air-conditioned coaches for suburban trains will be introduced
• Wi-fi will be available at 400 railway stations 
• Railways Intends to set up an Innovation Council called Kayakalp for Purpose of Business Re-Engineering
• Railways Proposes to set up Malaviya Chair for Railway Technology at IIT (BHU), Varanasi
• Bidding system will be used for redevelopment of stations
• 10 satellite railway stations will be developed in 2015-16 
• 800 km of gauge conversion will be commissioned
• E-catering introduced in 108 trains can be accessed by ordering on IRCTC website 
• Water vending machines will be expanded on more stations
• On–board entertainment facility will be extended on Shatabdi trains

• In next 2 years, centrally managed railway display network will be introduced in over 2000 stations
• Rail-cum-road ticket to be extended in many stations
• Rail connectivity will be enhanced in North Eastern states 
• To aid expanding freight handling capacity and provide end-to-end logistic solutions, Transport Logistic Corporation of India will be set up 
• PPP model will be used to augment resources and generate more employment 
• 6608 kilometer of track will be electrified
• 96182 crrore rupees will be spent to expand capacity of 9420 km rail lines 
• For women safety, CCTVs will be introduced in selected trains and suburban trains 
• Train Protection Warning System and Train Collision Avoidance System will be installed on select routes at the earliest
• Projects for rail connectivity to many ports and mines
• Foreign Rail Technology Cooperation Scheme will be launched in order to achieve the higher quality service 
• Programme to improve design, quality and cleanliness of bed linen will be launched within the next six months

Highlights of the Union Budget 2014-15

Here are the highlights of the Budget 2014-15 presented by Finance Minister Arun Jaitley.

Fiscal deficit● Accepts fiscal deficit target of 4.1 percent of GDP for 2014/15
● Fiscal deficit seen at 3.6 percent of GDP in 2015/16
● Finance Minister says: "We cannot spend beyond our means"
● Tax-to-GDP ratio must be raised

Growth
● Aims for sustained growth of 7-8 percent in the next 3-4 years
● Finance minister says he is bound to usher in policies for higher growth, lower inflation

Taxation● Aims to approve goods and services tax by end of this year
● Will not change rules on retrospective taxation
● All pending cases of retrospective tax for indirect transfers to be examined by a high-level committee before action is taken
● Proposes changes in transfer pricing mechanism
● Extends 5 percent withholding tax on corporate bonds until June 30 2017

Railway Budget 2014-15 Highlights

Union Railways Minister Sadananda Gowda presented the Rail Budget in the Parliament 8 July, 2014.

 Here are the highlights:

 ● Grateful to honourable PM Narendra Modi ji for having given me this opportunity and for entrusting me with this responsibility
 ● Honesty is the first chapter in the book of wisdom
 ● It gives me immense pleasure to present my first Railway Budget flooded with suggestion for new trains, new railway lines
 ● We now target to become the largest freight carrier in the world
 ● Indian railways carry only 31% of the total freight in the country. It is a challenge we have to face
 ● 5 lakh crore required each year for the next ten years for ongoing projects alone
 ● 23 paisa lost per passenger per km in 2012-13
 ● Social obligation of Railways in 2013-14 was Rs. 20,000 crore
 ● Focus on sanctioning projects rather than completing them
 ● The more projects we add the thinner we spread our resources
 ● I can get claps from this house by announcing many new projects but that would be rendering injustice to the struggling organization
 ● The fare revision was tough but a necessary decision - it will bring Indian Railways an additional revenue of 8,000 crores
 ● Indian Railways carries more than the entire population of Australia in a day
 ● Populist projects and mismanagement have brought Railways to point of funds crunch
 ● This state of affairs in railways needs immediate course correction

 ● Higher speed for existing trains will be achieved by upgrading the present network
 ● 23 projects underway in North-East. Propose to allocate higher funds than previous year for these projects

58 new trains, including five new 'Jansadharan' trains and an equal number of premium group of trains have been proposed in the Rail Budget presented by railway minister Sadananda Gowda on 8 July, 2014.

The new trains include six AC Express trains, 27 Express trains, eight passenger trains, two Mainline Electric Multiple Unit (MEMU) services and 5 Diesel Electric Multiple Unit (DEMU) services besides extension of 11 existing trains.

INDIA BUDGET 2014-15



Leaving direct taxes untouched, finance minister P Chidambaram on February 17 slashed excise duty on cars, SUVs and two-wheelers, and capital goods and consumer durables to boost manufacturing and growth. Presenting the interim Union Budget for 2014-15, he also provided service tax exemption for storage and warehousing of rice like it was done in case of paddy last year. Also, blood banks have been exempted from its purview. 

Highlights of the Budget:
  • * Fiscal deficit for current fiscal to be 4.6%
  • * Revenue deficit estimated at 3% for current fiscal
  • * 140m people lifted out of poverty in last 10 years
  • * Excise duty on SUVs cut from 30 to 24%, in large and mid-segment cars from 27-24% to 24-20%
  • * Excise duty on small cars, motorcycles and commercial vehicles cut from 12% to 8%; appropriate cut to be done on chassis, trailers
  • * A Rs 100 crore scheme formulated to promote community radio stations
  • * RBI must strike a balance between growth and moderating inflation, Chidambaram says
  • * We must focus on manufacturing, specially manufacturing for exports: Chidambaram
  • * I am disappointed that we could not introduce GST: Chidambaram
  • * No changes in tax laws in interim budget
  • * Govt has obtained information in 67 cases of illegal offshore accounts of Indians: Chidambaram

Case for new models of funding infra projects


With the country facing severe infrastructure constraints and slow pace of implementation of mega projects, the Economic Survey called for putting in place new models of financing the infra sector to meet the funding requirement of $1 trillion in the XII Plan.
“In view of the massive requirement of funds, all efforts need to be made to attract big-ticket long-term investors such as strategic investors, private equity funds, pension funds, and sovereign funds,''' the Survey says.
“There is a need for introducing more innovative schemes to attract large-scale investment into infrastructure.
“Strengthening domestic financial institutions and development of a long-term bonds market may be critical,'' it states.
Stating that 50 per cent of the projected investment will come from the private sector in the next Five Year Plan, the Survey says, financing infrastructure will, therefore, be a big challenge in the coming years and will require some innovative ideas and new models of financing.
Taking a cue from the realisation of investment targets for infrastructure during the current Plan, the survey expresses hope that financing of the ambitious XII Plan investment target will be possible.
According to the Survey, bank credit to projects in the sector had witnessed a healthy growth of 48.4 per cent annually during 2006-11, increasing from Rs.30,286 crore during 2006-07 to Rs.1,46,767 crore during 2010-11. However, credit growth has turned negative in the current financial year and at Rs.70,155 crore, net credit to the infrastructure sector during April-December, 2011, was nearly 61 per cent lower than the same period of last fiscal, it noted. 

Private participation
The Survey also calls for creating a conducive environment for private sector participation with a transparent and credible regulatory mechanism for financing the infrastructure projects to reduce the pressure on public-sector funding.
Emphasising that the performance in core infrastructure sectors is still to a large extent dependent on public sector projects, the Survey says, in the next Five Year Plan, the public sector investment will need to increase to over Rs.22.50 lakh crore, a rise of over 71 per cent than the current Plan.

Union Budget 2012-13: Sector Based Allocation

Union Finance Minister Pranab Mukharjee presented the annual budget for the fiscal year 2012-13 in the parliament on 16 March 2012.
The Union Minister of Finance came up with an increased budgetary allocation for various sectors including agriculture, rural development, defence etc. While, the Plan Outlay for Department of Agriculture and Co-operation increased by 18 percent, the target for agricultural credit raised by 100000 crore rupees to 575000 crore rupees. Budgetary allocation for rural drinking water and sanitation received a hike of over 27 per cent. Flagship programmes like Right to Education-Sarva Shiksha Abhiyan received an increase of 21.7 per cent in the budgetary allocation.

Some of the major allocations made for different sectors of economy are as follows:

• Budgetary allocation for agriculture and allied activities 2012-13 increased by 18%
• 9217 crore rupees allocated for Rashtriya Krishi Vikas Yojana.

Highlights of Railway Budget 2012-13

Union Railway Minister Dinesh Trivedi presented the Railway Budget in Parliament on 14 March, 2012.

The highlights of Railway Budget 2012

- Passenger fares increased marginally. The increase will be by 2 paise per km for suburban and ordinary second class; 3 paise per km for mail/express second class; 5 paise per km for sleeper class; 10 paise per km for AC Chair Car, AC 3 tier and First Class; 15 paise per km for AC 2 tier and 30 paise per km for AC I.
- Minimum fare and platform tickets to cost Rs 5.
- 50 per cent concession in fare in AC-2, AC-3, Chair Car & Sleeper classes to patients suffering from 'Aplastic Anaemia' and 'Sickle Cell Anaemia'.
- Extending the facility of travel by Rajdhani and Shatabdi trains to Arjuna Awardees.
- Travel distance under 'Izzat Scheme' to increase from 100 kms to 150 kms.
- SMS on passenger mobile phone in case of e-ticket to be accepted as proof of valid reservation.
- Introduction of satellite based real time train information system (SIMRAN) to provide train running information to passengers through SMS, internet, etc.
- On board passenger displays indicating next halt station and expected arrival time to be introduced.
- Installation of 321 escalators at important stations of which 50 will be commissioned in 2012-13.
